
The CARES device, produced by Phoenix-based AmSafe Aviation, involves a belt and shoulder harness that goes around the adult seat back and attaches to the adult passenger lap belt to provide upper torso restraint for young children who lack the upper body strength to brace themselves during turbulence or other incidents, said the product's founder, Louise Stoll.
CARES, which stands for "Child Aviation Restraint," is designed for children more than 1 year old who weigh between 22 and 44 pounds and sit in their own seat.
This device is used only for airline flights and can not be used in cars, but it was tested specifically for the aircraft seat to fit around the back of the seat and attach to the safety beat used on the airline's seat. The device has been around for some time now but has been navigating the FAA process for about 4 years now.
American Airlines parent company, AMR Corp., (AMR) has expressed interest in selling the restraints to passengers with small children but no word on pricing or when they will be avaliable.
