United Airlines has use the threat of moving their HQ out of Illinois to their benefit. United is seeking tax breaks on jet fuel in the city of Chicago. United is looking to save money in any fashion and fuel taxes are a good way, but are fuel tax breaks the real solution or offer to keep United's HQ in Chicagoland?

United Airlines is asking Chicago officials to consider a cap on jet fuel taxes as part of an incentive package to keep the airline carrier from leaving the state.
The Sun-Times cited a City Hall source as saying discussions about a cap were “just another sweetener” and that many airlines have been refueling out of the state to avoid the 5-cents a gallon tax.
United paid $14.7 million in Chicago fuel taxes last year, the Sun-Times reported.
The paper reported that UAL officials said they intend to negotiate with the city, but declined further comment.
